No , JVS comes with a bundled ISO image with Unix Free-BSD Operating system it cannot run on windows , at the moment we are not planning of developing a windows version of JVS.
Note: JVS ISO comes in 2 versions 32 bit & 64 bit.

Thursday, May 14th, 2009JVS new version 1.8 Carrier-Grade Softswitch has been successfully tested on 64 BIT machines ,The update bumps the maximum amount of supported RAM to 128GB versus 4GB for the 32-bit version and should benefit customers with medium and large amount of traffic.
The new version allows fully utilizing potential of the modern multi-core AMD and Intel server processors, including Intel Xeon EM64T, Intel Xeon64, Intel Core2, Intel i7 and AMD Opteron.
The new preview version of the software is available immediately for selected customers and will be available soon as version 1.6.1 to the new and existing clients.
